color:#212529">LA1999_1124_1430 [Four Bayou Pass 1999])</span></span><span style="font-size: 0.875rem;"><span style="font-size: 10.5pt; font-family: "Segoe UI", sans-serif;">. The project goal is to acquire and manage 2.54 acres of avian
habitat on Grand Isle, Jefferson Parish, LA to compensate for injuries to biota
and habitats in and around Quattro Bayou in Barataria Bay. The project involves
Chevron acquiring the </span><span style="font-size: 0.875rem;">Jambon Tract and donating it to the The Nature Conservancy
(TNC) for future management and </span><span style="font-size: 0.875rem;">stewardship. The acquired property will be incorporated
into TNC's </span><span style="font-size: 0.875rem;">Lafitte
Woods Nature Preserve and managed by TNC. Future restoration and management
activities will include </span><span style="font-size: 0.875rem;">removing large amounts of debris that were on the original
tract, planting native vegetation, and </span><span style="font-size: 0.875rem;">controlling</span><span style="font-size: 0.875rem;"> non-native, invasive species such as Chinese tallow (</span><i style="font-size: 0.875rem;">Triadica sebifera</i><span style="font-size: 0.875rem;">) and air potato vines (</span><i style="font-size: 0.875rem;">Dioscorea bulbifera</i><span style="font-size: 0.875rem;">). LOSCO is currently the Holder of a Conservation Servitude (CS) granted by TNC, who communicates quarterly with LOSCO to report ongoing activities on the property and assure that conservation values are maintained pursuant to the CS that expires in September 2033.</span></span></p>

This incident occurred on a small marsh island six miles south of Lafitte, LA. The small island is on the east side of the Intercostal Canal. The release was contained mainly in an inner tidal channel of the island. The tide was low at the time of the release and during the site investigation. The channel is surrounded by Spartina alterniflora and mud flats.

is compensatory restoration for the 1997 Freshwater Bayou oil spill (NRDA Case File LA1997_0621_0000 [Freshwater City 1997]). The
project goal is to enhance approximately 2 acres of brackish-intermediate marsh
to compensate for injuries to approximately 6 acres of brackish marsh and
potential injuries to birds and other wildlife. The project involves planting two
acres of California Bulrush (</span><i>Schoenoplectus californicus </i>formerly <i>Scirpus
californicus</i>) in shallow-water broken marsh habitat near Pecan
Island, Vermilion Parish and achieve 80% cover after one growing season. The project
failed to meet the prescribed performance standards and the <i>South Lake de Cade Vegetative Plantings project</i>
was implemented as a corrective action.<o:p></o:p></p>; <span style="line-height: 107%;">This
project is a corrective action (new project) for the failed Pecan Island Plantings project. The project goal is to
create at least 2 acres of brackish-intermediate marsh to compensate for injuries to the natural resources resulting from the 1997
Freshwater Bayou oil spill (NRDA Case File LA1997_0621_0000 [Freshwater City 1997]). The project involves planting Bulwhip <span style="line-height: 107%; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">(</span><i>Schoenoplectus californicus</i><font face="Calibri, sans-serif"><span style="font-size: 11pt;"> formerly</span></font><i> Scirpus californicus</i>) at two sites along the south-facing levee embankment that forms the southern shoreline of Lake de Cade. Plantings were completed in May 2006 and all monitoring requirements were met as of July 2008. A Certificate of Completion was issued by the Trustees in January 2009.</span>

The purpose of today’s response is to observe the status of the site after 30 days since last maintenance. Flooding of the site continues. The site still has approximately 18 inches of water over it. Perimeter hard booms along with absorbent booms are deployed to contain the oil seeping from the existing trenches. This containment will remain in place until flood waters recede. It was observed that a considerable amount of oil had built up contaminating all the soft booms. It was also observed that soft of the oil was escaping the containment area. Orb was directed to replace all contaminated soft booms and pad the free floating oils.

Project construction was completed in August 2006 and all monitoring requirements were met as of September 2013. LDWF biologists from the CSA 3 office were the first to respond as they were in the area conducting field operations. They followed the borders of the visible sheen and collected GPS coordinates which encompassed the contaminated area (see map). The coordinates were then given to LDWF biologists from the Grand Isle Fisheries Research Laboratory (FRL) who arrived on site around 11:30am. FRL biologists then collected three samples of the contaminant using glass vials and took photographs. In addition to a visible sheen, loose clumps of vegetation were visible on the surface of the water where the substance was visibly thicker and more concentrated.
